I also thought about the second game idea for a long time. This will be a 2D game, however, I don't think it will be possible to use RPG Maker. Although RPG Maker is easy to understand and use, some functions and effects can't be achieved, which requires a more liberalized engine to produce and implement such as Unity.
The second game idea was inspired by the series of film called "Taxi". The protagonist acts as a taxi driver, helping the police fight against criminal organization together. I was surprised by a movie clip from “Taxi (1998)” . The protagonist drives a modified taxi to accomplish a task that transporting a passenger to an airport. Of course, he overspeed.
I wonder if it's possible to make an interesting and challenging game by mixing the elements of police, cars, modifications, tasks and avoidance, etc. These elements remind me of the earliest “GTA (Grand Theft Auto)” that released in 1997. The first generation of GTA has gained excellent reputation after boarded in the United States and Europe. Also, I wish that I can find more interesting points form it and to be realized in my game.
Here is a gameplay demonstration from Youtube:
Combining the elements I mentioned earlier, the idea could be a 2D game with single player. The player as a driver of a modified taxi, whose real identity is a police undercover, responsible for investigating; monitoring a criminal organization and collecting evidence. He often receives tasks from the head of the organization to escort some important passengers who are in a hurry. Some are going to the railway station, and some are going to negotiate illegal arms trades. Of course, a modified car can't play its real role unless it's in the hands of a professional driver, so it often attracts the attention of the police.
Unfortunately, the frequency of police patrols has increased during this period. To avoid exposing the identity, players need to avoid encountering police. If there is a police on the straight road, it is necessary to turn to another road and eventually arrive at the appointed place to successfully pick up the passenger who from the criminal organization. On the way to escort the passenger, the location of the police will change randomly, which requires players to consider about how to plan a smooth and unimpeded road. If the player encounter a police on the planned route, game over. Of course, all of the above journeys are in the countdown, if the countdown to zero, the game will also end.
After successfully passing the first several levels, there will be obstacles set on the road (due to public reports?). If the car crashes into the obstacles, the game will be over.
Every time passed a level, the game jumps to the "refitting shop" interface automatically . The player can choose one of the randomly generated modifications as a “level clearance reward”and install it on the taxi. Refitting components will provide a certain attribute bonus. For example, replacing to a V8* engine can increase the speed by 20%* , or, replacing to a V12* engine to increase the speed by 50%*. Of course, this requires players to respond more quickly to avoid obstacles on the road. Once a vehicle hits an obstacle, the game will end. If the exhaust system is chosen, the sound effect of the game will change considerably and the sound of the vehicle will be louder.
(* Means temporary undetermined values)
Here I would introduce a very interesting refitting project: “Gearbox and throttle professional adjustment with manual switching”, between sport and normal mode. By choosing this, will allow the vehicle to increase its speed by 100%* in the next level for 5* seconds. Of course, the player are free to choose whether to use this feature or not. If the player does, it needs switches manually.
The game may add save and load functions so that it can be played from the end of the previous level when the game program is restarted.
The game platform will be based on Mac or Windows system, using keyboard to operate and play. If I had the chance, I might transplant the game to iOS and Android, which greatly facilitates mobile game users who are not good at using computers, smartphone users in off-line state or multiple outdoor environments.
The target audience are mainly people who very interested in car games, action-adventure video games, car racing or car modifications. The game may needs slight knowledge to car modification, also may contains slight violence, the use bad language, tobacco, alcohol or illegal drugs. Therefore, it would be better to have a "Pegi 16" label to limit potential possible customer and consumer.

A mood board below combined games that I found, "Alien Breed"; "Running with rifles", "GTA" series and "JYDGE". They have 'Top-down' visual angle, may inspire and help me to build my game visuals:
Here are several gameplay demonstrations of them :
